A person can have an account and still feel left out of finance.

That may sound contradictory at first. For decades, financial inclusion has often been framed as a question of access: do people have a formal account or not? That question still matters. Expanding account ownership has changed lives, and the progress is real.

But access is not the same as usefulness.

An account can exist and still be rarely used. A payment service can be available and still feel expensive, confusing, or unsafe. A mobile app can sit on a phone while the person behind it continues to rely on cash because the digital alternative does not fit daily life well enough.

Being unbanked is one kind of exclusion.

Being poorly served is another.

And as more of the economy becomes digital, that second problem deserves far more attention.

The Old Inclusion Story Was About Access

There is a reason account ownership became such an important measure.

Without an account, receiving wages, storing money safely, accessing basic digital payments, or receiving formal transfers can become harder than it should be. So the expansion of account access is significant and should not be dismissed.

But the conversation is shifting.

The Global Findex 2025 shows why financial inclusion can no longer be judged by access alone. The deeper question is whether people can actually use financial services in ways that help them save, pay, borrow, manage risk, and participate more fully in a digital economy.

The old question was:

Do people have a door into the financial system?

The next question is:

What happens once they step through it?

Access Alone Does Not End Exclusion

An account can be a beginning without becoming a solution.

A person may be connected to formal finance, yet still struggle with services that are unreliable, costly, badly designed, or poorly matched to their circumstances. They may receive money digitally but withdraw it immediately because daily spending still happens elsewhere. They may own a mobile phone but lack confidence in digital payments. They may have an account or wallet but no practical reason to use it beyond a single required transaction.

This is why financial inclusion cannot stop at ownership statistics.

The Global Findex 2025 pays attention not only to access, but also to use, resilience, mobile connectivity, and digital safety. That broader lens matters because a person can be included on paper while still being underserved in practice.

An account opens the door.

It does not guarantee the room is useful.

What Poorly Served Looks Like

Being poorly served rarely appears as one dramatic failure.

It often shows up as a pattern of small frustrations.

A person receives digital money but faces fees that make frequent use feel unattractive.

A worker can access a formal account, but cash remains easier for most everyday transactions.

A merchant could accept digital payments, but the setup feels too complicated or the benefits too uncertain.

A parent has a smartphone, yet worries about scams, mistakes, or sending money through an unfamiliar interface.

A friend asks how to receive money digitally. By the time the explanation reaches apps, verification steps, security habits, and transaction details, their curiosity has already cooled.

These frustrations matter even more because digital payments are spreading quickly. In developing economies, the share of individuals who made or received a digital payment rose from 55% in 2021 to 62% in 2024.

That growth is encouraging. It also raises the stakes. The more payments move into digital channels, the more important it becomes that those channels are understandable, safe, and genuinely useful.

A bad experience does not always push someone out of the financial system entirely.

Sometimes it leaves them half inside and half unconvinced.

The Gap Between Access and Financial Well-Being

Financial inclusion should improve people’s ability to cope, plan, and move through daily life with less fragility.

That is the deeper promise.

Yet access alone does not guarantee resilience. The World Bank notes that about half of adults in emerging and developing economies cannot financially cope with an emergency. That does not mean accounts are useless. It means formal access is only one part of a much larger picture.

People also need affordable services, reliable ways to receive and send money, tools they understand, and systems that help rather than quietly drain them through fees, friction, and avoidable complexity.

A financial product can be present without being empowering.

A payment option can exist without becoming trusted.

A market can look included from a distance while many households still feel one shock away from instability.

That gap is where the phrase poorly served matters.

A More Digital Economy Raises the Stakes

The move toward digital payments is not a minor side trend. It changes how people receive wages, pay merchants, access services, and interact with institutions.

That can be powerful. Digital payments can reduce certain kinds of friction, improve convenience, and make transactions easier to repeat or track. But they can also create new problems when people are pushed into systems they do not fully understand or trust.

A phone in the hand does not automatically create financial confidence.

An account number does not automatically create meaningful choice.

A digital payment option does not automatically create a good payment experience.

This is why the next phase of financial inclusion has to be judged more carefully. Progress should not be measured only by how many people have entered the system. It should also be measured by whether the system serves them well once they are there.

Included on paper is not enough.

Useful in practice is the harder standard.

Why Digital Cash Still Belongs in the Conversation

This is where the idea of digital cash remains relevant.

Not because crypto replaces banks. Not because every account-based system is broken. And not because peer-to-peer payment networks solve poverty, literacy, regulation, or infrastructure by themselves.

They do not.

But when people are formally connected to finance and still experience payments as expensive, restrictive, or poorly fitted to daily life, it makes sense to keep exploring alternatives built around lower-friction value transfer.

Digital cash asks a simple but important question:

Can money move more directly, more cheaply, and with less unnecessary dependence on layers that do not always serve users well?

That question matters in a world where the problem is no longer only exclusion from finance. It is also inadequate service within finance.

What Digital Cash Can and Cannot Solve

Digital cash can contribute to the conversation around better payment design.

It can challenge the assumption that every useful financial interaction has to move through the same expensive or rigid channels. It can make direct transfer more imaginable. It can support payment models that are more internet-native and less constrained by some traditional layers of financial intermediation.

But it cannot solve everything.

It cannot guarantee reliable internet access. It cannot automatically protect users from scams. It cannot replace financial literacy. It cannot solve the volatility concerns associated with non-stable crypto assets. It cannot fix weak consumer protection or poor product design simply by existing.

Those limits matter.

Serious financial inclusion is not a single-technology problem.

It is a service problem, a trust problem, a literacy problem, and often an infrastructure problem too.

The right question is not whether digital cash replaces the system.

The right question is whether it expands the menu of better options.

Inclusion Should Mean More Than Entry

Being unbanked is a real problem.

But it is not the only one.

A person can hold an account and still face a financial system that does not serve them well enough. They can be counted as included while still paying too much, trusting too little, and receiving too little practical value from the services around them.

The future of finance should care about both realities.

Financial inclusion should not stop at opening the door. It should ask whether people can actually move through it with dignity.

Whether they can pay without confusion.

Whether they can receive without unnecessary loss.

Whether they can participate without being technically present but practically underserved.

Access is the beginning.

Service is the test.

And money works best when both are taken seriously.
