Poverty Has No Zip Code: Time as a Sentence and Urgency as a Principle of Justice.

There comes a moment when every social policy reveals its true nature. It is not when a budget is approved, nor when a program is launched, nor when poverty reduction figures are published. The moment of truth arrives when a pregnant woman with severe anemia waits days for care, when a child with acute malnutrition fails to receive timely supplementation, when a dependent senior citizen is left to fend for themselves because there is no one to assist them, when a female victim of violence finds no refuge, or when a person with a severe disability irreversibly loses their autonomy while an administrative file is being processed. In those moments, social policy ceases to be mere rhetoric and becomes a sentence. And that sentence is not handed down by the State, the incumbent government, or NGOs: it is handed down by time.
