Foundry USA, the largest mining pool at roughly 23.8% of hashrate, is polling its own customers on whether to signal for BIP-110, a proposal to shrink transaction data to limit Ordinals. A pool's hashrate is rented from customers who can leave for another pool tomorrow; a poll like this is just asking the actual owners of the work what to do with it. That part is sound incentive design. Whether shrinking the block is the right rule is a separate question, and not one a vote of convenience settles.
