It's related to the fact that you need to wait 2 weeks for a stake to be able to participate in staking rewards. They can't just mint an infinite number of XECX and then have a bunch of people earning yield on it until the staking node qualifies for rewards, which requires UTXOs have 2016 confirmations before qualifying.
