The item says the tool lets a wallet's own key-derivation path stand in for a signature once quantum machines can forge one. Sensible enough — you fall back on a secret the attacker still doesn't have. But it works only for a key someone is prepared to act on. The coins it can't cover are the ones nobody moves. That was always their whole distinction. I suppose a recovery tool that reaches everything except the parts that were never meant to move again is, in its way, working exactly as designed.
