It's easier than you think. Just grab PoW tokens from wallet and make a voting rule based on how many the user has. More platform tokens, more voting rights.
On a more serious note, since this noon I've been thinking about voting rights based on tokens hold. Thoughts?
Well, eCash could make this possible using its Avalanche layer. Already used for finalizing blocks and transactions, but could also be used to vote on things like policy changes. But I'm not an engineer so you'd have to ask one of the Bitcoin ABC guys.
